As a result of the Report of the Advisory Committee on Automated Personal Data Systems (July 1973), Congress passed the Privacy Act of 1974. This law focused on federal databases that contained personal information, restricting the disclosure of personally identifiable information, and provided for individual access to that individual's personal data, restricted records of First Amendment activities, restricted the use of Social Security Numbers as personal identifiers, and called out biometric identifiers for particular privacy concern.
